New Town of Richmond Hill Official Plan - Adopted By Council July 12, 2010
Council Adopted Official Plan (July 2010) The development of Richmond Hill’s new Official Plan has been underway since 2007 and, through the People Plan Richmond Hill consultation process, has included significant public consultation to date. The Official Plan is a key land use planning document that sets out the Town’s vision, urban structure, and policies for land use and design regarding matters such as the environment, housing, employment, transportation, infrastructure and services. The new Official Plan is intended to guide growth and development in Richmond Hill until 2031.

Draft Official Plan (May 6, 2010) The Town of Richmond Hill Draft New Official Plan was released on May 6, 2010. An Open House was held on May 12, 2010 and the Draft New Official Plan was presented to Council at the June 9, 2010 Special Council Public Meeting. Council received the Draft New Official Plan and referred comments on the Plan back to Staff for consideration in the preparation of the final Richmond Hill Official Plan. Staff were directed by Council to respond to those comments and make recommendations on the Official Plan at the July 5, 2010 Committee of the Whole Meeting.
What Will Your Neighbourhood Be Like In 25 Years? The Official Plan Neighbourhoods Consultation sessions were a great opportunity for members of the community to explore with staff how residential neighbourhoods may evolve in the future and what land uses should be permitted.

What Is An Official Plan? An Official Plan is a key guiding document that sets out policies regarding how land in the Town will be used in the present and future. It is prepared with input from the community to ensure that the physical, social and economic needs of residents can be met. It describes where housing, businesses and other land uses will be, which, in turn, sets the tone for the look and feel of our community. It ultimately impacts how it functions.

Why Does Richmond Hill Need A New Official Plan? The Town's current plan is more than 25-years-old and Richmond Hill has experienced significant growth since its creation. Once considered a medium-sized town on the outskirts of Toronto, Richmond Hill is now at the centre of a thriving urban region. Current direction established by the Region of York to develop Regional Centres and Corridors, key development areas and new transit projects will intensify and change the face of growth and development within the Town’s settlement areas. In order to deal with these changing circumstances effectively, the Town of Richmond Hill needs a new Official Plan.

Background Studies In order to develop the new Official Plan, a number of background studies and discussion papers are underway and will form the basis for this new land use policy document. The first in the series of discussion papers - the Policy Context Background Paper - was completed in May 2008. Throughout 2008 and 2009, numerous background studies, discussion papers and two area-specific studies will be completed to complement and build on the Policy Context Paper.
This Is Our Future! The Town's new Official Plan will provide a future land use vision for Richmond Hill that will see the Town transformed over the next 25 years. While major transit and development projects in the centres and corridors will have an immediate effect, most of the changes throughout Richmond Hill will be incremental and will take place over a long period of time.
